Here's the options I've come up with:

12 Players = 6 teams of 2
12 Players = 4 teams of 3
15 Players = 5 teams of 3
16 Players = 8 teams of 2
18 Players = 6 teams of 3

Any others on top of this would become reserve players for the mini comp.
